This is a difficult question to answer as there are often many variables with web apps, servers, resources, accounts used, etc. The truth is we have clients scanning thousands of web applications every day without issue. Most all web applications are scanned without any impact, however there are circumstances that can occur depending on app design, code, resources available, etc. The document provided serves to outline some of the issues that should be taken into consideration, as well as recommendations to limit the chance of impact to the application when scanning. Web application scanning is a pretty safe test to perform especially for external facing sites that are getting scanned at probable constant rate. We do however need to acknowledge some chance of disruption and make the best choices we can given circumstance, variables and liability. All things considered, again, I also usually refer all clients to this document (attached) and urge them to start slow and proceed with caution when starting. I hope this helps.
