SSL Scanner Unable to connect to site where TLS1.3 not supported?

Recently (since late Jan) we're seeing the majority of the servers we scan (both on API and via the SSLLabs website) fail at the point when the TLS 1.3 check is made (we think from observing the SSL Labs webpage), returning the message: "Assessment failed: Unable to connect to the server"

 

Is this a bug? dIt seems strange that you would be unable to connect to, and scan the settings only on sites that support TL1.3?
