As recently detailed in the changelog and the updated blog post, SSL Labs has moved the the grading change for TLS 1.0/1.1 to January. I assume this was to match what was believed to be Chrome's timeline regarding the removal of these protocols. However, the key line in the original google blog post is as follows: "TLS 1.0 and 1.1 will be disabled altogether in Chrome 81. This will affect users on early release channels starting January 2020." The majority of users will not receive this change until March, further clarified here.
My suggestion regarding this is to revert the grading change back to March, which will line up with the majority of browser vendor's removal efforts.
