QID 45242 - Suddenly has popped up as a vulnerability

QID 45242 Remote Management Service Accepting Unencrypted Credentials Detected

I would like to know if anyone else has seen this QID popup out of nowhere today.  We have some servers and APC devices where this popped up.  Weird thing about it:

Servers - First detected Feb 2019, Last Detected this weekend and the ticket was created this weekend.  Why would the QID be detected in Feb 2019 and the remediation ticket not be opened until 10/07/2019?

APC device - A majority of the remediation tickets first detected in 2016.  Last Detected this weekend and the remediation ticket was opened this weekend.

 

Nothing in the QID Change Log.  Just wondering if anyone has seen this yet.
