Randomize Bulk Cloud Agent Activation?

Background: In anticipation of purchasing licenses for the VM module in CA, we deployed some 200K agents across our network. When licensing was activated, all of those snapshots tried to upload around the same time and likely contributed to some network issues that were already going on. While this is only around 1/6 of our live assets, the traffic hog led us to quickly disable the VM module in our Activation Key while we tried to imagine a more cautious approach on our relatively flat network. We do use Tags for our Divisions and Markets, but that still means 5,000-25,000 assets for manual activation in the UI, or for the bulk option via the API.

We were told in passing that it is possible to leverage the API to activate modules in bulk and at random using some custom logic outside of Qualys, however, after spending a fair amount of time familiarizing ourselves with the the API Documentation, neither our Consulting Integrations Engineer nor myself feel that the documentation supports this - not in the true random sense, anyway.

Ideally, we'd like to figure out a way to activate around 2,000 random assets at a time, with no consideration for which Organizational Tag the asset has (that way we aren't bombarding one section of our network at a time, rather, we would be spreading the load).

Thoughts? Tips?

Thank you in advance!
