ssllabs TLS capabilities output different from Chrome

I would like to ask you for help with following. In an attachment in square 1 is url with run test SSL/TLS Capabilities of Your Browser. We can see there TLS 1.0 - 1.2 with note Firewall, TLS 1.3 with No.

In square 2 we can see result of Chrome browser, that is visible information that Connection - secure (Strong TLS 1.2) as green without any issue.


The question is why is saying that TLS 1.0 - 1.2 is failed due to firewall restriction that Chrome browser told something different. 

(I also did test to secured bank URL and TLS 1.2 communication was captured by Wireshark, Chrome. So URL using TLS 1.2 are reachable).


For me it seems that SSL/TLS Capabilities of Your Browser on ssllabs are not working properly. Or maybe I am wrong.


Can someone more educated help me please explain it?


question 2, what does mean TLS 1.3 No. This connection is not restricted by firewall? It is only not supported by version of Internet explorer browser?
