BoringSSL/Chrome picks ChaCha20 or AES based on hardware capabilities?

Based on this: Optimize AES and ChaCha20 usage with BoringSSL | Zeitgeist it seems that Chrome behavior differs when running on recent x86 CPUs (AES-NI and AVX) and when running on an ARM or older x86 CPU. Could the server test differentiate two Chrome (one ARM / one x86) in the Handshake simulation to reflect this?
