Windows Policy Compliance - Key Not Found

I recently executed a compliance scan on a sample of Win 2008 R2 servers, using the pre-built CIS benchmark standard. Some of the controls resulted in 'Key not found'. For example- While the recommended setting of control: Status of the 'Install Updates and Shut Down' option within the 'Shut Down Windows' dialog box setting is 'Disabled', the current value was found to be 'Key not found'.

I was able to find information on what the 'RegSubKey Not found' and 'RegTopKey Not Found'. Can someone shed some light on what the possible scenarios are in which the result is 'Key not found'?

Along the same lines, I was wondering if Qualys PC scanner can detect and appropriately report back 'MSS' settings such as 'Status of the 'MSS: (DisableIPSourceRouting) IP source routing protection level (protects against packet spoofing)' setting'.

Appreciate your inputs. Thank you!
